Notice of Public Hearing for Michigan CDBG Funding for Haskell Building

NOTICE OF PUBLIC HEARING FOR MICHIGAN COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING FOR THE HASKELL BUILDING

The City of Ludington will conduct a virtual electronic public hearing on November 23, 2020 at 6:30 pm via Zoom for the purpose of affording citizens an opportunity to examine and submit comments on the proposed application for a CDBG grant.  The public hearing will be held during the regularly scheduled City Council meeting which is held as a virtual meeting (online and/or by phone) to protect the health, safety and welfare of the citizens of the City of Ludington from Coronavirus/COVID-19, pursuant to the Open Meetings Act, section 3 (MCL15.263).

The City of Ludington proposes to use $2,000,000.00 CDBG funds to renovate The Haskell Building located at 801 N Rowe St into 65 apartment units.

 Further information, including a copy of City of Ludington’s Community Development Plan and CDBG application is available for review.  To inspect the documents, please contact Heather Tykoski at 231-845-6237 or review online at www.ludington-mi.gov  Comments may be submitted in writing through December 4, 2020, or made online and/or by phone at the public hearing.

Citizen views and comments on the proposed application are welcome.

 

Public comment will be handled by the “Raise Hand” method as instructed below with Participant Controls or if you are listening over the telephone only, by being called upon by the host.

 

To comply with the Americans with Disabilities Act (ADA), any citizen requesting accommodation to attend this meeting and/or to obtain this notice in alternate formats, please contact the City Clerk at 231-845-6237 at least three days prior to this meeting.

 Zoom Instructions for Participants

To join the conference by phone:

  1. On your phone, dial the teleconferencing number provided below.
  2. Enter the Meeting ID number (also provided below) when prompted using your touch-tone (DTMF) keypad.

Before a videoconference:

 You will need a computer, tablet, or smartphone with speaker or headphones. You will have the opportunity to check your audio immediately upon joining a meeting.

  1. Details, phone numbers, and links to videoconference or conference call are provided below. The details include a link to “Join via computer” as well as phone numbers for a conference call option. It will also include the 9-digit Meeting ID.

 To join the videoconference:

1   At the start time of your meeting, enter the link to join via computer. You may     be instructed to download the Zoom application.

  1. You have an opportunity to test your audio at this point by clicking on “Test Computer Audio.” Once you are satisfied that your audio works, click on “Join audio by computer.”

 You may also join a meeting without the link by going to join.zoom.us on any browser and entering the Meeting ID provided below.

If you are having trouble hearing the meeting, you can join via telephone while remaining on the video conference:

  1. On your phone, dial the teleconferencing number provided below.
  2. Enter the Meeting ID number (also provided below) when prompted using your touch-tone (DTMF) keypad.
  3. If you have already joined the meeting via computer, you will have the option to enter your 2- digit participant ID to be associated with your computer.

 Participant controls in the upper right corner of the Zoom screen:

Using the icons in the upper right corner of the Zoom screen, you can:

  • Mute/Unmute your microphone (far left)
  • Turn on/off camera (“Start/Stop Video”)
  • Invite other participants
  • View Participant list – opens a pop-out screen that includes a “Raise Hand” icon that you may use to raise a virtual hand during Call to the Public (or *9 if using touchtone phone only)
  • Change your screen name that is seen in the participant list and video window
  • Share your screen

Somewhere (varies by device) on your Zoom screen you will also see a choice to toggle between “speaker” and “gallery” view. “Speaker view” shows the active speaker. “Gallery view” tiles all of the meeting participants.
