2020 Legacy Plaza Improvements
1. RECEIPT OF BIDS
Sealed bids for the above project will be received by the City of Ludington at 400 S Harrison Street, Ludington, Michigan until:
3pm (local time) on Thursday, August 6, 2020
at which time the bids will be publicly opened and read aloud.
2. MANDATORY PRE-BID MEETING
A bidders information meeting will be held at the City of Ludington, City Hall 400 S. Harrison Street, Ludington, MI 49431 on Monday, July 27 at 2:00 P.M. The meeting will also be available virtually via Zoom. Attendance at the bidders information meeting is mandatory for all General Contractors wishing to submit a bid on the project. Minutes of the bidders information meeting will be forwarded to all plan holders as an addendum.

3. SCOPE OF PROJECT
The project consists of furnishing all material and constructing the following:
This contractor shall be responsible for the demolition of existing site improvements, restroom building, and pavement. Construction of new site lighting, water main, storm sewer, grading, new restroom building, pavilion, concrete improvements, and site furnishings including all necessary appurtenances and restoration as indicated in the construction drawings and specifications.

4. DEPOSIT FOR DRAWINGS AND SPECIFICATIONS
Drawings and specifications are available online at www.preinnewhof.com/plan-room or at the Grand Rapids office of Prein&Newhof after Thursday, July 16, 2020. Electronic drawings, specifications and bidding documents will be accessible/available only to those Bidders who are active members of the Prein&Newhof Plan Room. Bidder assumes sole risk for any project specifications and drawings, electronic or hard copy, obtained other than directly from Prein&Newhof. Hard copy drawings and specifications are available for the fee of $145.00 dollars. Prein&Newhof Plan Room members who want to purchase the hard copy of the drawings only, may do so for $157.50 dollars. A $15 dollar charge will be added to all mailed drawings and/or specifications. Fees are payable by cash or check only and are not refunded.
The work to be performed under this contract will be financed and paid for by the City of Ludington and The Michigan Economic Development Corporation in cooperation with the Community Development Block Grant program. Conditions of employment shall be in accordance with the requirements of federal prevailing wage rates, Segregated Facility, Section 3 of the HUD Act of 1968, Section 109 and Equal Opportunity. Prevailing wage rates do apply to this project.
7. BID SURETY
A bid bond, certified check, or cashier’s check payable to City of Ludington in an amount equal to five percent (5%) of the total price shall accompany each bid. This surety shall bind the bidder for a period of ninety (90) days after the receipt of bids.

9. COMPLETION DATE
The project shall be completed in accordance with the following dates:
Start of Construction: On or after October 1, 2020
Interim Deadline: All work from the south edge of the alley north shall be completed by May 21, 2021 in preparation for farmer’s market use starting Memorial weekend.
Completion: All work shall be substantially complete by June 25, 2021 and completed and ready for final payment by July 2, 2021.
